The building is made up of a central atrium with a glass roof, flanked by two wings. The atrium is divided into three sections: a wide central space with a staircase leading to the upper floors, a smaller side space and a courtyard in the middle.
The building was inaugurated in 1988. It is currently home to the Euno Foundation and the Euno Cultural Centre.
