History
The TOC was first mentioned in "Crisis on Earth-X" #1, where it is revealed that the Teen Titans are using it to plan their attacks against the other Earths. The TOC is first shown in "Teen Titans" #42, where the team is discussing their strategy for invading Earth-3.
In "Teen Titans" #47, the TOC is attacked by the evil Brainiac 5, who has infiltrated it in order to steal the team's secret weapon: the Motherbox. The Teen Titans are able to fight off Brainiac 5 and save the TOC, but the damage caused by the attack makes it difficult for them to use the Motherbox.
In "Teen Titans" #50, the TOC is attacked again, this time by an army of Parademons led by Deathstroke. The Teen Titans are able to destroy the Parademons and save the TOC, but again the damage caused by the attack makes it difficult for them to use the Motherbox.
