Thereto, the Committee recommends that the Secretary of Energy direct the National Renewable Energy Laboratory (NREL) to develop a strategy for accelerating the deployment of renewable energy technologies and increasing their share of total electricity generation in the United States. The strategy should:
1. Identify key barriers to the deployment of renewable energy technologies in the United States and identify potential solutions to address those barriers.
2. Assess the impact of federal, state, and local policies on renewable energy deployment and identify opportunities for improving policy and regulatory environments.
3. Identify market needs and develop strategies to meet those needs.
4. Evaluate the economic viability of renewable energy technologies and identify opportunities for further investment.
5. Develop a long-term vision for renewable energy deployment in the United States and make recommendations for how to achieve that vision.
The Committee is confident that this strategy will help to accelerate the deployment of renewable energy technologies in the United States and increase their share of total electricity generation.

Renewable Energy Technologies Office (RETO)
The Renewable Energy Technologies Office (RETO) is an office within the United States Department of Energy that supports the development and deployment of renewable energy technologies. RETO was established in 2008 as part of the Obama Administration's goal to increase renewable energy deployment in the United States.
The mission of RETO is to accelerate the growth of renewable energy technologies by providing support for research, development, demonstration, commercialization, and deployment of innovative clean energy technologies. RETO provides funding and support for a wide range of activities, including technology development, market development, resource acquisition, and facility construction.
RETO is organized into four program offices: Advanced Research Projects Agency-Energy (ARPA-E), Clean Energy Finance and Innovation Center (CEFC), Renewable Energy Technology Deployment Center (RETDC), and the Solar Energy Technologies Office (SETO). Each program office is responsible for a specific area of renewable energy technology development.
In fiscal year 2016, RETO funded more than $1.5 billion in projects and supported more than 6,000 personnel.
