In ArcMap, open the Settings dialog box and select ArcGIS Services.
Under ArcGIS Services, click ArcReader Settings.
On the ArcReader Settings page, under ArcReader Licensing, click Enable ArcReader Support.
Click OK.
In ArcGIS Server, open the Management Console and click ArcReader.
Under ArcReader, click Licensing.
On the Licensing page, under ArcReader Licensing, click Enable ArcReader Support.
